On November 17, 2022, www.kun.uz internet publication published an article entitled "Fraud in doctoral studies: (Do) financial interests lie behind the cancellation of exam results (?)".

It seems illogical to get a language certificate regardless of level in order to take entrance exams for master's and doctoral studies. But if we take into account that the language level test by DTM is conducted on the basis of payment (405,000 soums for each applicant), it seems that financial interest is behind this illogicality.
It should be noted that the requirement to have a foreign language certificate to participate in the entrance exams for master's and doctoral studies was not set by the State Test Center, and STC is not an organization with such authority.
Also, in no document is there a requirement to obtain a foreign language certificate of STC in order to enter master's and doctoral studies. That is, applicants may have other foreign language certificates.
In this case, it is very strange that the journalist accuses STC, which in a short period of time created the opportunity for applicants to participate in foreign language exams, to be financially interested.
If journalists and the general public have any questions about the requirement for a foreign language certificate, they should contact the relevant organizations, not STC.
