Decree of the State Commission No. 1 approved the distribution of admission rates based on an additional one percent state grant for orphans who graduate from Mercy children's homes and children's townships, in the context of higher educational institutions and forms of education.
According to it, a total of 1,580 additional quotas have been allocated across the country for Chinese orphans who are graduates of the orphanage and the Children's Town. In terms of forms of education:
