The draft resolution of the Cabinet of Ministers "On the procedure for recognizing the ratings of graduates of general education, secondary specialized and vocational educational institutions during entrance exams to higher educational institutions" is posted on the portal for discussion of draft regulations. In recent years, some online publications have expressed some misconceptions about the project, and the State Test Center has been accused of being the initiator of the project. In this regard, it is necessary to write briefly about the draft resolution.

First of all, after studying the experience of more than a dozen foreign countries, such as the United States, Britain, Germany, Japan, Australia, Russia, Belarus, Turkey, the draft resolution was prepared. It should be noted that government agencies, responsible for the development of the education system, such as the Ministry of Secondary Special Education and the State Inspectorate for Quality Control in Education, are involved. Also, every item of the project was agreed with them. The project will create a wide range of opportunities for applicants to enter higher education, as well as improve the quality of education in the general secondary, secondary special education institutions and vocational schools.

The draft decision does not provide any privileges for applicants. It is used as an indicator in the assessment of student knowledge. The draft also takes into account the prevention of corruption.
